As said by many afan does not cool the air but it does cause the air to move across your skin. This moving warm air will cause the moisture from your body to evaporate and this evaporation causes a cooling of your skin.
If you are old enough you may remember the first fridges, a container with a water dish on the top, as the water evaporated the contents of the container to be cooled, with no electricity used.

Relying on the same principle.
Take two bath towels.
Put them on a rinse and spin cycle in the washing machine.
When the cycle has finished you will have two cool damp towels.
Lay one on your sofa or bed, lie on it and drag the second towel over you.
Firstly the damp towels will cool you.
As the dampness evaporates, the towels will cool more.
Drink lots of water, not beer, coffee, fizzy drinks which have a reverse effect. The water will keep you hydrated and allow your body to sweat. Sweating cools the body.
If you're going outside. Wear a cloth hat to protect you from UV Radiation and prevent skin cancer. Additionally soak the hat in cold water, wring out the excess water and wear a wet hat. As before, as the water evaporates the hat will cool your head.
You could also wear a wet t-shirt, well recommended to the ladies

again it will cool you as it drys on your body.
Pack a dry t-shirt, shorts, pants, bedding into sealable food bags and store in the freezer. When required take the item out of the freezer, putting on a chilled t-shirt is bliss.
