It is, you are quite right but proving it is a different matter, if the prossy won't complain and is not bring forced then the chances are the police will not be interested.

See this is where the law works against its intended purpose.  Once upon a time, a quiet word with the local plod might have landed the bloke in a lot of hot water. That's a very bad idea now though, because you could well find yourself falling foul of the 2009 legislation on controlled/forced women if you contacted them.

The issues are not straight forward.
