I've just tried PM'ing you, and i get the same message, on pressing send it fails with a message in red above the message contents area and outing warning, and it says "user Flunt has blocked your personal message" it then removes your name from the 'to' box automatically
i've checked in my settings etc, and i can't see a global "accept/decline" messages setting so can only suggest you try messaging admin (assuming you can send messages ok) and see if he can help
