Probably intended to suck in the gullible, though it could legitimately be intended to screen out the scruffy, rude and demanding.

Veiled manner of saying screening policies are present. Could be ethinicities or social backgrounds. Odds are if you are white and use formal english you'll be fine. Nothing to worry about lol.
