No. But the decisions do complement each other to form part of the corpus of law on the subject. Here is how they fit together:

The ratio of Stevens v Christy relates to the number of women who are offering sexual services in a premises in order for the premises to be classes as a brothel. That number is more than one, simultaneously.

If you read across the decisions, Winter states that no payment needs to be made but just sexual services offered, and Stevens states that there must be more than two people offering services.

Taken together, therefore: if there is only one girl it can never be a brothel: Stevens. If there is more than one girl (charging or not) it will be a brothel: Winter and Stevens.
