It sounds like your expectations were about right.
SPs should be able to communicate on some level and even the ones who can't somehow still manage to flirt.  Keeping her clothes on would disappoint me as well.
Should be build-up before HR, I agree.

I was due to book this recently but by the time they actually replied to me I was completely in another part of London  looks like I dodged a mediocre one, although the clothes staying on isn’t a problem if it’s not been advertised that youre getting a B2B experience which I think they do for Gina.
