Never happened, got there at the arranged time as also requested by Victoria during the comms. Informed her I was there by txt, then rang and then left a final text after waiting around for a good ten minutes past the agreed time of 17:00.

Reason for the neutral is, shit happens, we’ve all had to drop what’s planned and sort something out, plus as of writing this the messages haven’t gone to her phone as well as I was already in town just had the horn and wanted that sating.

Radio silence is a total negative.  You've made the effort to be there on time, no matter if you live next door or 200 miles away.

As already said, your review, your rating.  That said, it isn't a rule, but the convention here is very much that radio silence is a neg.  Given that this is her first review and it isn't like she's got a string of positive, I'd say she has done nothing to warrant the benefit of the doubt here and this would be a nailed-on negative for any other reviewer.
