No manned-reception, but the girl has to buzz you in through the outside gate (and, if locked, the door to the appt block).  I rarely saw anyone else at all, despite the number of appartments in the block.

There are also some nice views (ahem, of Southall etc) to be had from the stairwell of the top (ninth?) floor.
