I think this bird is saying that because there's no physical contact, it's not sex, therefore she's not a sex worker, which does have some logic to it. Afaik, "having sex" in it's legal sense, involves penetration of a bodily orifice. Sexual activity is not limited to penetration.

Sexual services (where a fee is paid) are (as you rightly say) where the paid service provided has a sexual gratification component.
It does not require physical contact have taken place.  Examples are phone sex and online camming and to some degree lapdancing etc.

The only people who feel strongly that naked cleaning is not a sexual service are the companies who provide it.
