Hi, I am going to Berlin this weekend.

Can anyone recommend the best time to visit kurfurstenstrasse or other red light areas?

Literally anytime its 24/7. But walk around the surrounding streets as well, also around the winter garten on potsdammer. Enjoy im there in may. No doubt the prices have gone up, it was on average 50 euro

Would Berlin still be a good place for punting activities for a non german speaker who can only speak english?

Of course. No need to speak english. Many/most girls don't speak German if they are from LatAm or Asia.

There is no RLD in Berlin.

There are basically two streets, Kurfurstenstr and Buelowstr, where you find street workers. Quality is debatable. No RLD as in other cities like Amsterdam or Hamburg though.

I find it best to find the girls on the key websites and see them at their place.
