The NW massage section is a good place to start with this pinned post. I know from reading that Claire and Sofia in Shaw and Melody in Rochdale are well reviewed. Then there is Roby and the a couple of other girls at Queens massage. I’m sure other locals will also give you options.

Tantric really means a kind of transcendental mind state with physical stimulation  which is more about releasing the mind than the body - it doesn't neccesarily imply ejaculation, in fact some practitioners would explain that the need is to avoid ejaculation in the face of extreme stimulation.

As for who's best, this guy claims he is. Of course he could be a total bollocks merchant like most who claim tantric skills

Not really sure what tantric massage is, but as Scutty has said, I think it often doesn't involve touching - more moving hands above the body.

Welcome to UKP. It'll take a trip up the M62 to see this SP but she calls herself Tantric Alex, on the Prestwich/Salford borders.
