They can do; erections rely on blood being held in spaces in the penis so they can help but need to be tight and yes easier with pubes that are at least trimmed

Reminds me of a tale from when I was living and working on Tyneside. An enterprising lad in an engineering works (Parsons I think) decided he could save money by using a ball-bearing ring to do the job.  It worked. But he became swollen to the extent he couldn't get it off, then as Phoenix suggested, the next stop was the fire station, but the swelling was so bad they couldn't get the ring cutter in.  So then onto the hospital with the firemen in tow, and the upshot was that because it was hardened steel none of the tools would either fit the situation or be able to cut the steel, so they has to cut into his old fella and drain enough blood out so that it shrunk enough to get the ring off.
