The probable truth is that virtually all chinese shops are working illegally one way or another. They're never going to tell you, and you'll only find out if you actually see something wrong or if the police raid the place.
This one? Who knows? I didn't see any signs of malnutrition or obvious exploitation. She seemed happy enough. No guard keeping her in, no locks on the doors to stop her escaping. It's clean, warm, well decorated.
As chinese places go, this is one of the better ones I've seen.
But the  truth? That's likely to remain an unknown
