I have a separate Hotlist set up for tourers.  That way I can watch for them and you usually notice a pattern with how often they'll be in your area.

But for me, if it's not someone I've been watching & waiting for I'd go for the more local girl.  I know some guys don't like seeing the same one more than once, but for me when you find a good one the experience often gets better as they learn what you like and will often relax more with you which lets them enjoy it more too.
