Usually it's used to describe people who have no talent , often appearing on reality TV, having had 5 minutes of fame before fading back into obscurity. In the case of Sophie Reade her talent was getting her ample size tits out now it seems to have extended to making porn films. For many in this line of work I think it's called progression.
