I think the best tip is to look for any female on the promenade who is stood under or near a flashing twinkling light anywhere between Star Gate and Bispham.

My guess is that you may be waiting for some time.
Maybe I'm wrong but i thought that the police had all but eradicated the street scene in Blackpool combine that with the amount of parlours available & i could imagine there would be little or no need for it anymore

I spend a little time in Blackpool and have not seen anyone who looks like a street girl for years. It's a very risky path to follow for both girls and punters, can't see the attraction myself but each to their own.
