In some cases girls who have the green light on are private gallery scammers.

Girls to whom this applies do this to attract more attention to their profile – and to make it look as if they're genuinely escorts, when in fact they're mainly or exclusively making money from content.

this one has one UKP (neg) review so she does escort.   I see what you mean about gallery scamming though.

Another instance a whole crew of roms had the green light and I assumed they all fucked off on holiday, location near a busy southern airport

Why worry about it?? it's up to them how they run their business.   

A lot of punters don't understand the way they work and what doesn't seem logical to a punter makes perfect sense for escorts, a couple of examples. -

Prices that don't seem to make sense as in 2 x 1/2 hours cheaper than 1 hr  -  they set their prices to attract the length of booking they prefer.

Webcammers who list as escorts but set the rates excessively high -  they tick the escort box to show up in more searches.

As far as the green light's concerned as said above it attracts attention and just because it's on doesn't mean they aren't fully booked.

Late texts/emails

I get a text saying they’re available which isn’t a problem as I have a punting phone.
