I think the operative word in the sentence you highlight is "and". Obviously we don't know, but it sounds like an added on charge for those caught. It is something that the police often do to provide a backup if they can't prove the more serious charge or the accused gets out of it on a technicality. Especially as they were all aged 20-30, rather than a spread as would be expected if there were just punters caught on the premises.
