There's a lot of things to consider, the one you linked to for example, his posts. -

13 out of 20 posts he mentions Lucia, most of his other posts are him replying on Lucia threads but not mentioning her name. That coupled with no reviews was the reason for the ban.

Post history such as that is the type of thing we look at along with various other things such as what and how often they post.
