I myself do not see calling someone of the Caucasian skin tone a 'Gora' as an insult, BUT more of a generalisation of a persons skin tone.
i.e Western, Scottish, Welsh, Polish , Europeans - someone of a Caucasian (white) skin tone. 

Take in to consideration that White people 'Goras' use the word Asian as a none racial slur. as in the Asian family down the road or even the black guy or black girl just because they are for a Afro-Caribbean (Black/Brown skin tone).

Being of Indian heritage I can tell you now 'Gora' is and can be used as a compliment as in oh you have 'Gora'' (light) skin.

Paki is used to insult as it's been shortened purely to degrade someone being of Pakistani origin just because they are brown skinned.

Just to make it totally clear.
Gora means white skin in a none racist way by people that understand it's context.

I think your not correct in what you say the P word has been used as a derogatory term against people of South Asian heritage  and is not the same as calling someone an Aussie or a Brit.  In fact it is probably just as bad as using the N word

I think you're right. To use Gora to describe a fair skinned person is totally different to using the other slurs to racially undermine ethnicities.
The other slurs have historical and political connotations. Those words are exclusively used in a derogatory manner to have an impact on those than one would consider beneath them.

by suggesting I'm a Gora rather than what i'm talking about is  in it's self a racist use of the word ie it's different because you're white :|. discriminating based on race, racism isn't just what whites do to others :|. ergo my suggestion it's situational.
as for your who has ever found the term Brit or Aussie offensive  when i was in Aus noone from pakistan that i'd met had found the work Paki offensive, they used it them selves ( admitedly i'm used to them in the cricketing comunity  so it may be just there too)
