The discolouration to the area between her top lip and nose looks to me more like the result of dermabrasion, an intense type of exfoliation often to this area of the face and removes several layers of skin to treat fine lines from smoking or sun damage. The exposure of new skin often contrasts with the colour of the surrounding areas, especially if the patient has a sun tan.
She has certainly had Restylane or a similar filler for lip enhancement, a procedure often carried out to excess and in my opinion the ruin of many a hitherto naturally pretty face.

Each to their own, though.

I think you're being unduly kind, looks like a coke sniff rash to me
