Coming back to the original statement - and my sample size is only 10 - but from my experience the Romanian ladies I have met have spoken very good English (and they all seem to speak Spanish). Ironically the only exception to this was the only one who claimed her English was good!
Russians seem to struggle with English, probably down to their visits to the UK being very sporadic and short term.
Your post reminded me that I learnt a few years ago that when Eastern Europe was part of the Soviet Communist Bloc, Russian was the second language taught in schools in most of the Communist countries, or there was no second language taught at all.
Post the demise of the Bloc, then English became the popular second language, probably followed by Spanish.
What I have found is that older Poles, Romanians, etc. , say 45 +, do not usually speak brilliant English unless they have made the effort to learn.
But I find that younger EE girls can often speak and write well in English as the learnt it at school.
