I think a massive issue with having a RLD there is that since its heyday there's been a lot of newbuild and just incomers in general, middle class people who don't take kindly to seeing prozzies asking for bizzness in front of their window.  They're bound to be filing complaints with the authorities about it, so that kind of enforcement activity ticks that box and doesn't involve using coppers who don't exist anymore to deter them or their johns.
