Not always to do with local laws, unless the council has adopted the law on licensing - few have, in England. Rushmoor BC, for Aldershot, hasn't, so nothing to do with the council.
London has its own legislation, about massage and special treatments, and all London boroughs must licence and enforce.
If there's no licensing, the police enforce and they'd act under national laws on brothel keeping. The police all use UKP for info.
Not all Chinese massage shops say 'No Sexual Services', either, in ads. or on websites. Many don't use the phrase (or similar) but the vast majority only advertise legal services.
