Are there any decent parlours in Leicester itself?
There was previously a thriving and varied parlour scene in Leicester. Now it's limited to X Lounge, Hollywood, and Ladybirds (ordered by distance from the city centre). I haven't been to any of these for years, but on the last couple of inquiries the WGs tended to be older than your stated age range. There are also some houses / brothels, with some reviews on here.
The WGs suggested by others above, represent the best options in terms of consistently positive reputations (as per reviews here). However, much depends on the time you have available and your transport options, as some work specific hours and others are in Leicestershire rather than Leicester.
I'd add that you should also scan AW close to your visit as there are usually some WGs touring in Leicester. If you are travelling by car and have a decent Satnav then your criteria would yield more options within the larger East Midlands area. I'm sure others would advise accordingly.
