I don't know the exact legal definition of a brothel but don't two women have to work there to qualify?

It's not a brothel if only one woman is working the same residence all the time.  This aspect is totally legal.  All the men are behaving well so there is no public order issue.

The "brothel" is just Daily Mail speak to grab attention. If she is the only one there and she is paying her taxes no problem with the law whatever.
