The rules were on a dedicated page before, but now shown when someone posts because not enough bothered to read the site rules page. Obviously that includes you, as that rule has been in place since this site was created

It's Admin's way of of warning Pimps/BFs/WGs, etc that you are not allowed to tout yourself, or leave any false FB. That way, they can't claim that they were not aware of these rules.

For threads such as this one, or The Worst Escort Picture challenge, if a regular member posted a genuine link there, it would hardly be called touting.
