I don't know about Liverpool but in Manchester we do get quite a few genuine Brazilians here (usually "touring" for a very short while). Admittedly I don't know for sure but many seem to speak good Portuguese with a proper accent. I think it's fairly rare for Romanians to pretend to be Brazilian, usually they go for a different nationality even if's just Portuguese. I think Brazilians are able to get EU passports easily or something and that's why there's so many of them here. On average they're definitely better than Romanians but not by loads although of course it's highly variable.
