Steroids are a funny subject. You have some who have originally built decent or exceptional physiques, have patience and a work ethic, and know how to train without the juice and look good naturally. Better than most naturals actually (for each person's individual genetics). Some have trained for many years and end up taking steroids whether it's out of curiosity, or to compete at higher levels of bodybuilding. You see them all the time - guys who looked perfectly ok, but felt they needed to be bigger. Body dysmorpia is a major part of it. Sometimes false dreams and promises.
And on the other hand, you have kids or women who juice up because they just started training and didn't have the discipline to look at least decent before taking drugs, whatever their reasons may be.
So, technically, you can be both extremely hard working and take steroids, and be a lazy bum and take steroids too.
It's a personal choice, and you can never make the judgement about who's working hard and who's not based on who's on steroids.
I used to bash guys on the juice just the same way, but it's not that cut and dry.
For what it's worth she doesn't look like she's on the stuff. It has a distinct look when their whole physiques are built on it. Her skin's too clear, and she doesn't look "blown up" by any means. Nice, clean lines.
Ultimately no one should be taking steroids - I find people who do it (and that's everyone from your lazy gym rat to your Mr. Olympia with millions in his bank account) to be chasing a dragon just like any junkie. Why chase things the human body isn't capable of naturally.
