I think it’s partially to do with the whole EU, visa situation into the UK.

Agencies won’t let you contact the girls directly. You’ll have to take their word for it that girls are up for what you want tbh. I have similar issue given what I need but normally find agencies just say “yeah sure” and then girls have no idea when I reach. Normally ask for good English speaking to avoid that issue.
