There was/is a Thai place in Bournemouth which include(d) HR in the usual flat fee for the shop, but they'd always upsell to topless anyway.

The two cheapest I've seen are Maya in Leyton (£10 extra for topless HR) and Lora in Leytonstone (£10 extra for HR).
