The way I understood it is you're getting a "massage", anything else that happens is your own business.

Can the police just overall that and arrest you?

You are probably correct.  They would need some form of evidence like catching you in the act.  The trouble is they can send under cover cops or n who can conveniently "make their excuses and leave" when offered extras.

You are doing nothing wrong so cannot be arrested. They may ask for your name and address though. The shop owner and the girls could/would be in trouble though

No offence is committed by being there as a punter as long as the girls are over 18 and not coerced.

The HJ constitutes a 'sexual service' which then means in the eyes of the law that the Massage shop is a 'brothel' if there is more than one girl offering 'sexual services' there (either at the same time or one after the other).

The offences are 'managing a brothel' or 'assisting in the management of a brothel' which would apply to the owner and/or receptionist. The girls are committing no criminal offence offering the sexual services.

The place may well be licensed by the local council as a legitimate massage parlour, but would likely be in breach of its licence by offering sexual services.

If the old bill are there blatantly like that it's cos they know what goes on, probably got evidence already. Or likely they have reports/suspect that sexual services are being offered. Probably from the shops neighbours. Unless your in there with your cock out and they walk in to the room, they won't need to bother you for anything. I may be wrong, but your just getting a massage.... not like a flat full of WG's etc.
