It's a bit much to call this scaremongering, or racist. Prevalence of HIV in Africa is much higher than in the west (up to 40% of the adult population in some countries, compared to less than 1% in the UK). And not surprisingly prossies are far more likely to be infected than the general population. Of course if the girl was born and bred in the UK then it perhaps not relevant. But that wasn't clear when the comment was made.
Semantics. It's a risk I wouldn't take. Prevalence of HIV in sub Saharan Africa is sky high.
