I've visited Piccadilly Club, Cosmopolitan and Cherries, but not Sandy's. Hygiene and laundry seemed to be well taken care of in all those places, it seems be possible to run a good budget parlour with smaller room size and basic decor. It also seems that there is enough wiggle room in the law for councils to legalise parlours if they want to. This seems to have happened in Manchester. But reading forums for Liverpool, Glasgow and others, those city councils don't seem to have got behind the parlour principle.
I wouldn't say that parlours are "semi" legalised in Manchester, loads have either closed or had to move premises in the past five years. Sandys has survived the cull but it would be a brave person who invested tens of thousands of pounds to create a place to that standard within the city centre, although the demand for it is certainly there.
The situation we've got at the moment doesn't help anybody.
The parlours we have are not the sort of places that most women would want to visit, let alone work from. That leads to more EEs working in them which leads to further stigmas about the sex industry. Those English girls who are prepared to escort at the moment either tend to go it alone as an indie or work for an agency which means they often have to work until the early hours of the morning, something which either puts them off again or leads to them quitting after a short while.
Sadly in the media we tend to only hear about the negative sides to the sex industry, either sex trafficking or street walkers and their knock on problems. Whereas probably 99% of "sex transactions" take place between level-headed normal adults in relatively decent venues where both parties leave afterwards having got what they wanted/needed and continue to live their normal everyday lives.
