Author Topic: If massage parlous are illegal why don't they all get shut down?  (Read 2657 times)

Evening gents and ladies

As stated in the topic it's a well known fact that unless you are getting a legit massage, such establishments are illegal. Why is it that some are shut down whist others are tolerated by the local police force? in fact my local one was sponsoring a football team for a time,  in what kind of payment who knows :)

I was talking to a girl the other week and she was shocked to know what she was doing was illegal! "But the owner pays tax" I had to chuckle once again at the lack of knowledge that some people have.

Obviously since new laws were brought in the onus is now on the client. i.e. we can be fined £1000?? do you think this will happen more or will local police forces will continue to tolerate establishments as long as there is no trouble, trafficking, or anti social behavior?

If she was the maid then it was illegal, if however it was one of the pro$$ies she was not, it is not illegal to be a pro$$ie in a brothel, and not illegal to visit a brother (Unless pro$$ies trafficked, forced etc)  :hi:

I think what he meant to say is that it is extremely obvious in what is going on in these so called "massage parlours" but the police turn a blind eye towards it for some reason and tolerate it to some extent.

As with my comment on drugs whatever is decided on prostitution nationwide needs to be applied consistently so everyone knows where they stand. Whichever way the axe falls, there will be people upset, but at least we will all know where we stand?

There seems to be a reasonably tolerant attitude by police in the Avon and Wiltshire areas.  I'm not sure why it's not the case in other areas.  There have been raids but also there are parlours that have operated openly for many years in Bristol.  There is a small one in Wiltshire that has operated unhindered for over 10 years.   I don't use massage parlours myself though.

It is illegal to run a brothel though - or a house of ill repute as I read somewhere - I do love that phrase!

A brothel is illegal full stop but its the owner/manager/any staff that are actively helping run it that are breaking the law not the WGs or punters UNLESS its proved a woman was being coreced or was underage, something a punter has no way of knowing, but ignorance is not a defence with the coercion law passed by Harriet Harridan because its a strict liability offence.

However, passing a law and the police enforcing it are two different things and two years in our legal eagles still havent found a coercion conviction, clearly it was passed so as to scare punters off punting in the first place.

 
Whether a brothel is allowed to operate is down to the attitude of the top cops in any given area, this might change though in areas with elected police commisioners who may have religious or moral views about prostitution and/or see POCA as a great way of balancing their books. Its also essential to understand the police can now raid and benefit themselves under POCA, so some forces might take the view to allow a brothel to open and operate for a while and then raid after they have made some money.

After recent raids in MK a previously known very safe area for brothels and even more raids in Manchester we are perhaps seeing the start of a big clampdown, we shall see, i hope not as a punter who like punting in brothels.

To limit street prostitution has always been a reason given on forums for police allowing them to operate, i am not convinced thats a valid reason myself. I have read some brothels have said they give the police good local info. Neighbours complaining might well result in a raid.

The thing to bear in mind is at any moment a previously safe brothel could be raided, its at the whim of those top cops. A business with no foundations and if the owner has paid no tax they face controlling prostitutes for gain as a criminal offence and/or money laundering, tax evasion and possibly POCA, a real triple whammy.

As all brothels are illegal the present grey area is far far better than the alternative of all brothels being closed. Its this grey area of the police in some areas not upholding the letter of the law that benefits punters in those areas, a consistent uniform approach is the last thing i want to see. I want the police to use  their discretion in tolerant areas if and until we get legalised brothels although i am not holding my breath on that thats for sure.

i think the clampdown has more to do with them being easy targets to upgrade the police figures and the abilitty to have HMRC do a visit to get themselves Brownie points after all non of their jobs are safe ....

It depends on the police in the area and how much noise people make about it.

I think they mostly turn a blind eye if there doesn't seem to be any obvious criminal element or if the locals don't complain. But for the sake of stats they raid a few every year just to show they are doing something.

The very last thing we want as punters is a nationwide clampdown on brothels, they are not going to be made legal any time soon so the current policy of "selective raids" is probably the best option.    ;)
