I tried running an ELA (Error Level Analysis software) which suggested a lack of compression level consistency around the edge of the notice. On the one hand I might not be very good at analysing the result, and on the other it might suggest multiple image-saves of the background image resulting in quality degradation before the notice was added. When you enlarge the image, the blurriness above the forefinger also becomes more apparent. (Another clue from running a pixel analysis is that it was created or saved using using editing software. I've edited this post to add this point, which again is not conclusive, just highly suggestive.) Yet even if it is an edited image, it probably isn't high on the deceitfulness scale, so I wouldn't worry too much.
