As has been said, setting up a website needn't be difficult of expensive for an individual - I'm running half a dozen or so for various local groups (and myself - none are escort related I'll add) and all in, including registration, hosting fees etc. it's they're costing me about £10 per month in total. You don't need to know anything at all about web design now, wordpress for example is very easy to use and provides a reasonable site without much knowledge - in fact I'm gradually moving the sites I maintain over to wordpress hosted within my account, to make life easier for me and those using them. I'd not consider creating a site without some sort of cms (content management system, e.g. wordpress, drupal, joomla etc.) in place now, as they make everything so much simpler.
