Direct emailing on here, new facility?

I noticed while browsing something I'd not seen before, under the users review count* there are a number of symbols and for a very small number there is an envelope.  Clicking on it seems to open the facility to directly email the user with a warning that they will see your email address.

Is this new or am I just an unobservant bugger, and why isn't the link shown on all profiles?

Edit to say that I've taken a quick look at a few profiles and 'Zushuboys' is the only user I've found so far with this facility including moderators.

*in fact this user doesn't show a review count at all!

If you notice zushiboys has no views listed on profile page, so maybe an error.  But zushiboys does  have reviews

It's a glitch from 2019 when there were issues with new members signing up, there's a few with reviews that don't show. Just ignore it
