I think she is just always busy. first time she toured where i am she never responded. A few weeks later when she was back i text her at 10 AM and she was fully booked for the day but had a slot at 2pm the next day which i booked. You do have to take control of her a bit but you cant blame her for trying to get away with being vanilla/do nothing as that's what most people do at work.
