Mid February should be fine unless you have any health/breathing issues.
I've been there a fair few times and pretty sure there's not any hotels with FL. Even though Chiang Mai is the 2nd biggest city in Thailand the punting scene is very quiet compared to other places.
Loi kroh Rd is the main place really with bar girls, no gogo bars though and there's a few bars around Zoe in Yellow.
There's massage places scattered around the city but I found it's best to prebook a girl as those places are popular with the Chinese.
