I would agree that a small dog in a flat would be fine, but there is a reason landlords don't want pets I have yet to find a dog that can use a human toilet when it needs to go doesn't bark or doesn't smell if the SP was being seen to and a dog needed to relieve itself it has no option but to do it anywhere multiply that by 8

need to be able to exhibit normal behaviour patterns (such as exercise)
need to be housed with, or apart, from other animals
need to be protected from pain, suffering, injury and disease.
I can't see how she's breaking any of them.
Dogs can only cool by panting and drinking cool water - they don't have sweat glands like we do. It would be cruel to take them out in the temperatures we've had recently - you try walking round in a the coat - and pavements can get not enough to burn their paws.
Before I get accused of "white knighting" I have never met this SP and have no intention of doing so.
