I know the area. There is free parking for an hour outside shops on an adjacent road. Search for new again auto and the parking is other side of the road to them. The flats are 2 minute walk away

There's a few places around Chelmsford where you can get 1 hour free parking, e.g. Moulsham Street.

There's also free parking at Tesco in the town Centre (I think it's a two hour limit, subject to spending a fiver in store)
