put it simply, any town in a london borough classifies as being in London.
for the record - romford, barking, ilford and hornchurch are all london towns to in my book (and most other peoples book also).
1, it is also closer to central london than the central of what someone defines as east of england. and number 2, there are all towns in a london borough.

Whilst I don't dispute that there are some grey areas as to what board some punts should be in, I don't agree with your assertion that towns in Essex can be London Towns.

The GLC was formed purely for administration purposes, to ensure greater cohesion across the area inside the Green Belt surrounding the wider metropolitan areas around London. Thereafter for easier administration purposes and cohesion the boroughs were referred to as The London Borough of XXXXX. This doesn't mean that they are in London or are London Towns.

But LETS take Romford for example - it is more london than essex. It has london transport network, the bbc and itv local news for romford is London based, 45 minutes away from central london & about one hour away from central essex.
Romford has the London mayor and so on...

Also bbc london radio mention more info related to Romford than bbc essex radio ever do (in terms of news & travel)

The London boroughs as we know it came about in 1965. So a lot of the London boundaries were extended and engulfed parts of the counties around them.

You can usually tell by the postcodes which have never changed. So if you live in Ilford you have an 'IG' postcode instead of a London postcode. But Ilford is part of the London Borough of Redbridge and was formerly part of Essex.

It's the same in west London where a lot of outer London was part of Middlesex.

Also, I've read Richmond, in south west London been referred to as London and Surrey. But actually it's London.
