I think the stark difference in Victorian times is that for most, there was no benefits system, no government help. People will decry the current state of the country, but back then for the poor, there were no options. Most will have looked the workhouse in the eye, and that tended to be a one way trip. So a little whoring may have been their saviour, literally the difference between the women and their families starving, and heading to the workhouse

There is a dearth of young British women becoming prostitutes.

The decline in numbers of traditional parlours/saunas, with Asian business taking that market sector
