As long as you go somewhere where the establishments are tolerated (so I would avoid somewhere like Sweden), then you are unlikely to be shaken down by the law.  Avoid the tourist-fleecing clubs that most cities seem to have (such as those off the main street in Budapest) and you are unlikely to be scammed significantly.

Value is difficult to assess, particularly if you take the cost of flights and hotels into account, it will depend on how long you want to stay and how much punting you intend doing.  Taken purely on the cost of a punt itself, Prague is still very good value.  But I wouldn't go there purely for punting purposes.

TBH, with the value of the pound as low as it is now, I don't think there is anywhere in Europe I would travel to these days purely for punting purposes.

65 Euro for entry; 100 Euro for half hour.  Never done an hour punt there so don't know what the cost is.

Number of girls depends on the day of the week and the time you get there (won't be as many girls towards the start and end of the day), but no less than 40 or 50 during midweek and around 80 to 100 at the weekend.  Trust me - there will be more than enough for you to pick from.
