In the UK the term is, at best, seen as old fashioned and "something your gran might say".

But it's also regarded as a highly offensive racial slur which recalls a time when casual racism was a part of everyday life.

because 'people of colour' is a whole load differed to saying someone is coloured. Treat people with respect and allow for some clumsiness of language. One could be very offensive using normally nice words in the pejorative form.

It doesn’t matter. Whatever term people choose to use nowadays they’ll always be someone taking offence. Its impossible to please everyone and those who take offence seem to think their opinions matter more than anybody else’s 

It’s extremely tedious.
