There is a difference between trafficked and assistance.  Not that some would want to admit.

I think with a lot of the Brazilians there is a individual and/or group that help them to set up etc.  Now this can be trafficking as per the movies or no different to how the saunas here work where the say to day logistics are handled by the owner.
