Unfortunately the Graphics Interchange Format or GIF is a really simple image format that doesn't support audio, if one wanted to add audio to a GIF then they would have to make an edited video and change the extension altogether i.e., '.gif' to '.mp4'.

The other problem would be attempting to post the video on a forum based site that only supports BBCode. If embedding was an option then that might be possible however that doesn't look like the case for the current or the future.

So yeah, TLDR; nope.
