Would be far simpler to open up a new one next door.

Have known scenarios where a parlour has been sold and either not done well, been closed down quickly or where the previous owner has opened again opposite.

If a business was that good you wouldn't sell it anyway.

Depends, if it is at risk of being closed down by Plod / The Council etc then they may just want some cash and scarper.

I agree though not a good investment, I wonder what the Bank manager would say

For £15,000 probably would not need to ask him. maybe the question is why are they off abroad so quickly

It is quite common for the police to give a parlour owner up to 30 days to close down so whats to stop the owner selling duriing the final days? Bad to do something like that but you know what they say about fools and their money being easily parted.

Got to be worth some local guy going along and pretending he's interested, bound to blag a freebie or two from the "Stock" and then lose interest

Possibly the Thai one in Horton Heath, Hants.  I don't know the name of it.  Ask Avram Grant.
