I've already been 'hitting the pub' for around 10 days now.
A couple of local pubs have large beer gardens or are situated on a village green, and have been taking Contactless payment at an impromptu outside kiosk, and then delivering the beer by way of a masked barman.
So in this case the 'Publicans' must've specifically asked Hertfordshire council, or whichever district council within, specifically for permission to open.
Probably got refused first time round, then pestered and pestered until the council granted it.
I suppose it depends how 'Tory' and Boris Johnson friendly the district council is, as to whether or not rules are adhered to, or bent, accordingly.
